My only question is why didn’t the owner get a title for it? If I was selling a car and did not have the title, I would get one before selling. Or if it can’t be procured for some reason is my concern.

Yeah it’s something you need to look into, but it was probably just a lazy person that handed a project to another lazy person, and why title a car that doesn’t run? I assume he’s actually looking for a profit, his friend probably gave it to him, and the title may cost a fee more than the guy paid.
If you research the vin and it was never reported stolen, it’s a gamble but probably clear. And after a year or two the state frankly doesn’t care if it was stolen, if the person with a claim or the lein holder doesn’t track it down and make a claim they lose it. So your gambling $400 and an value and a half bond I think. But a you can bond company to put it up for you, it’ll only be like $100 or so. Even if that happened, you could of course go after the person who sells it because you have a valid bill of sale, good luck collecting though.
Check Chicago’s laws and check the state you live in and contact a company that will put up the bond.
I’m sure there’s horror stories out there, but as far as the situations go, this isn’t a lot of money, and $400 is the asking price, tow it yourself and I bet it’s cheaper.
And it sounds like he may own a tow truck company or a friend does or something I can imagine tons of legitimate and illegitimate ways he acquired it, but with some research you probably aren’t risking that much. I’d definitely make sure all the numbers match and this isn’t a case of getting a hot one off the lot so he can pass inspection.

I always read “lost title” as “just a bit stolen”.
The ad makes it sound like it was abandoned at the lister’s shop, in which case he should easily be able to get a mechanic’s lean and then a title. “Free towing” makes him sound downright desperate to get rid of it.
